Old & Rare wines are perfectly preserved, having been temperature controlled during the aging process. Most likely these wines are located in private collector cellars, rather than retail stores. When the cork removes smoothly and completely intact, this is an excellent sign. As to the instance of low shoulder fill, this is not necessarily an indication of fault. This 1969 Remoissenet has a low shoulder but a tasting reflects that the 55 year old vintage is still in fine form for a classic experience.
